If you like your stages the way they are (#1 - Quick Note): you can use Quick Note for this - use the gear icon in your pipeline to organize your columns, make sure the quick note is somewhere immediately visible, then just add this type of comment as the most visible quick note.
If you like your stages the way they are (#2 - Tags): as you mentioned, tags can work for this.
If this is common enough and you're up for updating your stages: this is the type of status that actually works well as a standalone stage. If you'd like to customize your stages, check out Dealflow -> Deals -> {pipeline} -> Stages and Settings. There you can set up a custom stage.
