Claiming rights under a countries treaty with the US just means you are following the rates determined in the treaty under your country’s tax regime. 

The special rates requested are only to be entered, if applicable, as they would differ from the treaty. Here is a link to the IRS list of countries that have treaties in place with the US. If you are not sure please consult your tax advisor.
